Appalachian Regional Commission Grant Funding

The Appalachian Regional Commission (ARC) is a federal-state partnership that works with the people of Appalachia and their respective Local Development District such as OMEGA to create opportunities for self-sustaining economic development and improved quality of life by promoting regional strategies for partnerships, progress and prosperity. Since ARC’s inception in 1966, OMEGA has assisted in obtaining over $75 million in ARC grant awards. The ARC funding has in turn leveraged over $140 million in other local, state and federal funds.

The mission of the Governor’s Office of Appalachia is to support local, regional, state and federal initiatives that allow the people of Ohio’s Appalachian region to attain economic prosperity.OMEGA and the Governor’s Office of Appalachia collaborate to prioritize projects in the state’s Appalachian counties and to administer Appalachian Regional Commission and state project funds. They also partner with local organizations, agencies, and individuals working to foster economic growth and improve the quality of life for all citizens in the region.

The Pre-Application Deadline ranges from mid-April to early-May each year. Please check website for future announcements regarding specific dates.

Pre-Application

The Notice of Solicitation of Applications (NOSA) has been issued below for the 2027 ARC/GOA Area Development fund Pre-Application process. This program is intended to serve as gap financing for projects that meet the goals and strategies of ARC and GOA for building the region’s businesses, workforce, infrastructure, cultural/tourism/natural assets, and community leaders & capacity 

Please utilize the linked documents below to access and complete your pre-application:

  • GOA Goals and Ohio Strategies  
  • ARC Guidance for Performance Measures  

Pre-applications will be accepted beginning on March 2, 2026, with the deadline being April 15, 2026, at 4 PM. All completed documents should be submitted electronically to:
