OMEGA operates under bylaws adopted by its member governments. The Executive Board — composed primarily of local elected officials — sets policy, approves the regional work program, and represents member communities before state and federal agencies.
Membership is open to the county and local governments of OMEGA’s ten-county service area. The full bylaws are available in the document library.
